I once found a stuck on mic in one of our company trucks huge company, over 20 trucks on job site on a job site by taking off the antenna from a handie talkie, inserting a paper clip into the antenna connector and then holding the handie talkie near my body to attenuate the signal, then I started to turn my body in a circle,strongest peak on signal indicated the direction the vehicle was in. Re: Anyone ever use a radio direction finder along side a radar detector for tracking Back in the 70's and 80's before GPS was available to the public, personal watercraft owners that could afford it had a specific antenna mounted on the boat. It was on a mast with 4 evenly spaced smaller antennas attached to it. It was designed to pinpoint the location of a VHF radio source.
This came in handy if a boat owner was in a fog or land was over the horizon and you were navigating by compass. If you were looking for a specific harbor you could hail a person in the marina and ask for a 10 count. That person would count 0 to 10 and the would cause the LED to light up on the circular display on the panel so you could turn your boat towards it and get a compass heading. I believe that device would be useless to detect police based upon new police frequencies that now use digital transmissions that bounce around and are very high on the spectrum.

You would also need a phased array set of antennas on your roof so that the device would know what direction the signal is coming from. There are certain laws in many areas that do not allow you to detect police frequencies in a vehicle. I believe that goes back to the 70's when BearCat scanners were being used by truckers and also robbers that wanted to know if the police were around if they were getting ready to commit a crime.

For police radio, I forgot to mention like you did that the relatively brief transmission time of the source radio police car or HT would make it challenging to DF without repeated transmissions and without somehow squelching out surrounding units.

A minority of patrol cars have GPS transmitters. Of the ones that do the majority use cell phone technology of various types to get the data out and about.

This data would be encrypted, just like your cell phone signal is encrypted. Intercepting the signal would be illegal monitoring cell signals is illegal on a federal level. Decrypting the signal would be illegal any encrypted signal that you are not an intended recipient of is illegal for you to decrypt , again at a federal level.
Radio direction finder
There is no way such a device could be certificated for sale in the US. And it would not be because it was concerning police GPS that would stop it, it would be the cell signal angle.

And with more and more agencies going digital, and a significant chunk of those going encrypted, identifying the specific unit, even if you know his callsign, is getting harder and harder to do.
